Government introduces more changes to HIPs

Home Information Packs (HIPs) were back in the spotlight today with the Government bringing in more changes to the controversial scheme.
New changes introduced today state that home sellers must provide an Energy Performance Certificate, Title documents and a ‘Property Information Questionnaire’ (PIQ) – a new addition to the pack – before their property is marketed. The PIQ is designed to give potential purchasers access to more information about a property prior to viewing.
The Housing Minister, Margaret Beckett, claimed that the changes enabled HIPs to achieve their original goal of giving purchasers more information earlier in the moving process, reducing the number of abortive transactions.
The information is sure to benefit home buyers but will mean more work for home sellers. If estate agents do not have these documents in place on behalf of the home seller at the time a property is marketed, they are liable for a fine of up to £200 per day.
